In the USA our number represent the same thing as your numbers from around the world. The numbers have different units of measurement.
The conversation factor is 18.
USA numbers divided by 18 equals the world numbers.
The world numbers times 18 equals USA numbers.

The range I live by is the nondiabetic range of 4.0(72 USA) to 7.8(140 USA). Although for a buffer I shoot for 7.5(135 USA) as my upper range. My numbers generally run between 4.4(80 USA) and 7.5(135 USA).
Keeping your numbers in the nondiabetic range will halt the cumulative vascular damage from glucose spikes.

Before and After Meals Guidelines
The guidelines for blood glucose levels before and after meals in Canada are as follows:
Before meals: Aim for a blood glucose level of 4.0 to 7.0 mmol/L.
After meals: Aim for a blood glucose level of 5.0 to 8.0 mmol/L.
My own doctor always said to aim for 10 and under after a meal. Obviously if you can do 8.0 it would be better.
