Unless you are, and have been numb in your feet for a good while I wouldn't blame Diabetes "directly" for the circulation problem

Peripheral Neuropathy can cause that symptom, but it would be quite advanced and you would have experienced feet/leg problems long before your fingers tend to get involved

Since it could also be neurological as well as a vitamin deficiency like Joyce notes if the condition persists you should address it with your Doctor

Could be low B12 also. Alot of diabetes meds deplete B12
