The two (things) are unrelated

People require supplemental insulin if their own production levels and/or resistance to using insulin are compromised beyond a certain point

Following a Vegan diet where practically every food that you could eat contains carbs which are converted to blood sugar (so not ideal for getting sufficient nutrition without overloading your system with carbs compared to other dietary options) may lead you to be more susceptible to requiring insulin, but it's not a straight line

Additionally, since we evolved to eat food from all (groups), all Vegans should be under the close guidance of a dietitian or nutritionist because if they try to "do it on their own" they will often end up quite deficient in a number of vitamins, minerals and trace elements requiring them to use supplements
