Any tingling in toes, feet or legs?
While it's not impossible that Diabetes could be the cause of the hand/finger tingling it would be quite unlikely that you would get it there before your feet/toes/legs.
I would suggest you see your Doc. It may have nothing to do with your diabetes.
There are also medications that can help. But the cause of neuropathy must be determined for the proper treatment regimen.
If a vitamin deficiencies are the cause, then supplements or infusions may help over time.
If the cause is high blood glucose numbers, cutting out carbs might help over time.
Massage and rest can help.
Analgesics can sometimes help. Some people have success with lidocaine. Some have had good luck with the topical cream Voltaren.
Pain killers such as gabapentin help many.
Lyrica helps many people.
Some opiates help people when necessary.
Some antidepressants are prescribed at times.

You must control your blood glucose numbers tightly. The upper 2 hour blood glucose number limit is 140ish (7.8 - 8.0). If you get above that you can be causing permanent damage.
The upper fasting bg safe limit is 126 (7.0). Permanent damage can happen if exceeded regularly.
If you can keep your numbers below these values, you might slightly reverse peripheral neuropathy if you are diligent. I know I have.
