If you are "high" before meal time it's because you have a Fasting/Pre-Prandial Sugar problem that is not about what you are eating
Metformin is "the" drug used to manage that number. So if you are chronically "too high" before eating then you should treat that with meds - metformin until it is maxed out then the addition of another (2nd) drug if necessary
When you eat it stimulates the pancreas to release insulin - that helps deal with the carbs from the meal Plus that higher sugar that you started out with
If you don't eat, no insulin is released and your blood sugar continues to climb since your body releases it during times you are not eating/digesting
The best way to regulate things and try and (naturally) control those pre-meal numbers is -
Eat every day at about the same time even if that means stopping what you are doing to eat supper at 5pm (or whatever), don't skip meals, eat within an hour of first waking up, get a good nights sleep (6-7 hours)

I would first drink 10-16 oz of water and retest in 15-20min.
If still hi I go with cottage cheese maybe some broccoli flowerets. Or celery with cream cheese.
