WML, white matter lesions, are caused by reduced blood flow to the brain. Poorly controlled (read this as too high or too low) blood glucose levels over time will cause vascular damage. At much lower blood glucose levels than the American Diabetes Association recommended guidelines.
Please use the TITR guidelines of 3.9(70) to 7.8(140), to prevent cumulative vascular damage, You can arrest that damage today, by following TITR beginning today. It is your choice.
If you start and maintain TITR you can prevent further vascular damage and arrest most diabetic complications and comorbidities. It doesn't reverse them, but keeps them from getting worse.
Be the warrior you never knew you were. Do what's necessary to live a good life. Start with 1 baby step and keep doing it every day. When you are ready do another and keep doing it daily. Keep going till you get where you need to go. You can do this.
